Work underway to deliver a brand-new Library for Shenfield residents

22 May 2023

Work is well underway on the construction of the new Shenfield Library, which is being delivered by Essex Housing, Essex County Council’s in-house development team.

The development will provide a brand-new library for the residents of Shenfield funded by a modest development of nine high-quality apartments above. The approved plans will deliver a new modern library and meeting room with more floorspace than the current facilities, a new public garden and outdoor learning and activity space as well as a flexible commercial space.

The high-quality design of the new building provides a new focal point for Hutton Road, Shenfield as well as a range of environmental / sustainability measures including air source heat pumps, solar panels, a ‘green wall’ and electric vehicle charging points for each of the apartments.

I am excited to see construction progress on this development, demonstrating a new approach to delivering a modern library facility for the residents of Shenfield, which is subsidised through the construction of exceptional residential accommodation above.

Cllr Lesley Wagland OBE, Cabinet Member for Economic Renewal Infrastructure and Planning

The redevelopment was given the go ahead by Essex County council’s Cabinet in October 2021 and DCH Construction was awarded the contract to construct the new building in June 2022. The new library is set to open by Spring 2024 once construction has completed.

Whilst the new library is being prepared, a comprehensive library service will continue from a temporary library facility at Bishops Hill Adult Community Learning Centre, Rayleigh Road Hutton Brentwood CM13 1BD, which is less than 1000m from Shenfield Library. Ample car-parking is available at Bishops Hill and regular bus services are also available between the two libraries.

Shenfield Library is a much-valued local asset for the whole community, and once opened, the new and enhanced facility, which includes an outdoor learning space, will enable the library service to hold exciting events and activities. During construction, we’re maintaining library services for the local community at Bishops Hill, with the same opening hours, and I am really looking forward to welcoming residents back to the brand new library building in the heart of Shenfield.

Cllr Louise McKinlay, Deputy Leader and Cabinet Member for Community, Equality, Partnerships and Performance
